When Hurricane Laura slammed into the southwestern Louisiana coast near Cameron in the early hours of August 27, 2020, it arrived as a Category 4 storm with sustained winds of 150 mph, making it one of the strongest hurricanes ever to strike the state. The storm tore roofs from homes, flattened businesses, and left widespread structural devastation across Lake Charles and the surrounding parishes. According to the National Hurricane Center, Laura caused an estimated $19 billion in damage in the United States and was directly responsible for dozens of deaths.
In the days and weeks that followed, tens of thousands of property owners faced the urgent need to repair damaged roofs before the next rainfall worsened the destruction. That desperation, combined with a flood of insurance settlement checks, created fertile ground for a wave of contractor fraud and abandonment that would haunt the recovery for years.
A Flood of Complaints
As recovery began, the Louisiana State Licensing Board for Contractors (LSLBC) and the Louisiana Attorney General's office began receiving a surge of complaints. Homeowners reported paying deposits—often thousands of dollars—to roofers and rebuilding crews who then never returned, performed shoddy or incomplete work, or vanished entirely after cashing insurance proceeds.
Many of the offenders were out-of-state operators who descended on the region in the immediate aftermath, a recurring pattern in disaster zones often described as 'storm chasers.' Some operated without the Louisiana licensing required for residential and commercial construction. Others used high-pressure tactics, demanding large upfront payments and promising fast turnarounds at a time when legitimate, licensed contractors were overwhelmed and backlogged for months.

Why the Fraud Was So Easy
Several structural weaknesses in the post-disaster environment made this fraud easy to commit and hard to prevent.
First, supply and demand were severely imbalanced. With so many damaged properties and a limited pool of licensed local contractors, victims competed for scarce labor and were willing to act fast and pay quickly.
Second, insurance money moved directly into homeowners' hands. Insurers issued settlement checks to policyholders, who then paid contractors directly—frequently the full amount or a large deposit before any work was completed. Once that money changed hands, there was no neutral party holding it accountable to completed milestones.
Third, oversight was thin. Out-of-state operators could appear, collect payments under business names that were easy to dissolve, and leave the state before complaints were ever filed or investigated. By the time a homeowner contacted the licensing board, the contractor and the money were often gone.
Finally, enforcement is slow. Civil judgments and licensing actions take months or years, and recovering funds from an out-of-state defendant with no assets in Louisiana is often impossible even after a victim prevails.
What Investigators Found
Louisiana's contractor board pursued numerous unlicensed-activity cases tied to the 2020 hurricane season, which included both Laura and Hurricane Delta, which struck the same region just six weeks later. The board has the authority to issue cease-and-desist orders and assess fines against unlicensed operators, and it publicized enforcement efforts to deter fraud.
The Attorney General's office similarly fielded complaints and, in some cases, pursued action under Louisiana's Unfair Trade Practices Act. But the consistent challenge documented in press reports was recovery: even when bad actors were identified, many victims never saw their deposits returned. The money had been spent or moved out of state, and the businesses had often ceased to exist.
For many Lake Charles homeowners, the financial loss compounded an already brutal recovery, with some properties remaining damaged or tarped well into 2021 and beyond.
What Escrow Would Have Changed
The core vulnerability in these cases was simple: money moved before work did, with no neutral party in between. A construction escrow arrangement directly addresses that gap.
Under an escrow model, a homeowner's deposit and insurance proceeds are deposited with an independent third party rather than handed directly to the contractor. Funds are released only as defined milestones are completed and verified—for example, materials delivered, decking replaced, shingles installed, and a final inspection passed. A contractor who abandons the job after the first day cannot walk away with the full payment, because the bulk of the money never left escrow.
Escrow also creates a paper trail and a neutral administrator with no stake in either side, which discourages the fly-by-night operator who relies on collecting cash upfront and disappearing. For out-of-state storm chasers, the requirement to perform before being paid removes the entire economic incentive of the scam.
Had insurance settlements and deposits flowed through escrow tied to completion milestones, the Lake Charles victims would have retained leverage and protected the funds. A vanished contractor would have forfeited future draws, and homeowners could have redirected the remaining escrow balance to a legitimate replacement crew—turning a total loss into a recoverable setback.
