On the morning of August 10, 2020, a fast-moving line of thunderstorms known as a derecho swept across the Midwest, striking eastern Iowa with hurricane-force winds. In Cedar Rapids, the state's second-largest city, gusts were later estimated to have reached 140 miles per hour—comparable to a Category 4 hurricane. The storm passed in roughly 45 minutes but left a swath of destruction across the state, damaging or destroying an estimated tens of thousands of homes and felling a significant portion of the city's tree canopy.
The National Oceanic and Atmospheric Administration would go on to classify the 2020 Midwest derecho as the costliest thunderstorm event in modern U.S. history, with damages estimated at roughly $11 billion across the affected region. In Cedar Rapids alone, officials reported that the storm damaged a majority of the city's housing stock to some degree, with roofs, siding, and garages bearing the brunt. With insurance adjusters and legitimate local contractors overwhelmed, conditions were ripe for opportunistic fraud.
A Surge of Out-of-State Contractors
In the days and weeks following the storm, transient repair crews—often called "storm chasers"—descended on Cedar Rapids and surrounding Linn County. Many went door to door offering immediate roof, tree, and siding repairs to homeowners desperate to seal their properties before the next rainfall. Some demanded large upfront deposits, sometimes in cash, promising to begin work quickly.
The Iowa Attorney General's Consumer Protection Division issued public alerts warning residents about post-disaster scams. The office cautioned that some contractors collected deposits and then never returned, performed shoddy or incomplete work, or vanished entirely once payment changed hands. Others operated without the registration required of construction contractors who do business in Iowa.
Under Iowa law, most contractors performing such work must register with the Iowa Division of Labor and carry a registration number. Many of the out-of-state crews working the storm zone were unregistered, making them difficult to track once they left the area.

Third, the standard payment structure in residential contracting placed the risk on the homeowner. When a customer hands over a cash deposit directly to a contractor, that money is gone the moment it is transferred. There is no neutral party holding the funds and no condition tying release of the money to completed, inspected work. If the contractor disappears, the homeowner's only recourse is a civil lawsuit or a complaint that may never recover the lost funds—particularly when the contractor has already crossed state lines.
The Better Business Bureau and the Iowa Attorney General both reported fielding numerous complaints from storm victims about deposits paid for work never completed. Because many of the operators were unregistered and untraceable, investigators in many cases had limited ability to pursue restitution.
What Escrow Would Have Changed
The core vulnerability in these scams was structural: money moved directly from homeowner to contractor before any work was verified. An escrow arrangement reverses that risk by inserting a neutral third party between the two sides of the transaction.
In an escrow model, a homeowner deposits repair funds—or a portion of them—with an independent escrow agent rather than handing cash to the contractor. The funds are released only when defined milestones are met: materials delivered, the roof actually installed, an inspection passed. If the contractor never shows up or abandons the job, the money remains in escrow and can be returned to the homeowner rather than vanishing into an out-of-state account.
This structure removes the single point of failure that storm-chasing scammers exploited in 2020. A contractor demanding a large cash deposit has every incentive to disappear; an escrow agent releasing payment only against verified progress gives them none. For homeowners, escrow converts a leap of faith into a conditional transaction, ensuring that funds are tied to performance rather than to a stranger's promise.
While escrow is common in real estate closings, it remains rare in residential disaster repair—which is precisely why post-derecho Cedar Rapids saw so many homeowners left with empty bank accounts and unrepaired roofs. Had escrow been the norm, the financial damage from these specific scams would have been largely preventable, because the fraudsters would never have controlled the money in the first place.
Aftermath
In the months after the derecho, Iowa officials continued urging residents to report suspected contractor fraud and to verify registration before paying.
